1. I had updated to the latest firmware few days ago and didn't noticed any impact on the controls. But what i missed is i think I'm still using old ST. I already downloaded latest games config, but need to delete existing and add new ST. This part i will test these few days. For firmware you can follow the steps here -

When you aim at enemy AA slows it down, so is no more float. So i guess it should be ok, get used to it. Now with these settings i start like back R301 and especially Havoc, i can drop most of the enemy from mid to long range with Havoc before they even reached to me, as this sensitivity let me lasering the dudes, no chance to escape from 1 mag 95% of the time

ALC a bit, this settings makes the crosshair very responsive, so it might float a bit. If this is only happens at x2 scope and above - try set
Per Optic sensitivity back to default.
2. 70 is too low for apex, i mean is still ok, but not enough for competitive gameplay. You will need to search for Apex Legends optimization videos, or forums threads to find what best works for you.
I have a 120Hz monitor and my FPS on all low is also cant achieve constant 120FPS (it needs to be constant for smooth gameplay). What i did is:
1. Locked my monitor to 100Hz in properties
2. Locked Apex Legends to 100FPS and 100Hz refresh rate
(Origin - Apex - Game properties - Advanced Launch Options - key inside this: -novid +fps_max 100 -refresh 100)
3. Removed Origin In-Game
4. Set FOV in Apex to 84 (like to play at 104 FOV, but hardware cannot cope, haha)
5. Set Apex Resolution to 1360x720, the figures might be slight different, i cant remember exact values for resolution, but is 720p.
So with the settings above i get constant 100FPS in game and smooth gameplay.
