[ACTIVE] My Controller Won't Connect But Other Stuff Does

I bought a mouse and keyboard. I have them plugged in where they need to be. I have my controller plugged into the last slot like it recommended. I turn on my xbox but my controller stays off and it tells me it's only locking up my mouse abs keyboard. How do I fix this problem? Even when I turn the controller on, it still does not read it.
