Oh no, of course not. Earlier I recommended contacting our store to request an RMA. Here's that link again.

No, this is caused by your APEX not your controller. It should be able to power devices. Unfortunately sometimes APEX units like yours can be returned broken and resold on Amazon by third parties. This can be repaired though, to request a repair please open a ticket using the link below.
