Welcome to the community. Be sure that your controller is fully charged directly with the console before using it with XIM. What you've described is normal though, you can see this message when connecting APEX to the console. If the controller isn't responding during this screen unplug XIM then press and hold the PS button for 30 seconds or so. Once the DS4 turns off then verify it's still connected to XIM then reconnect XIM to the console.
