Ok I started it up and it went through the chain of color and blinked green very fast a couple times and my keyboard and mouse are lite up but only the controller is working

Try to disconnect XIM and reverse the mouse and keyboard cable positions then reconnect XIM to the console.

If the suggestion above doesn't help then please try starting XIM with only the controller attached. Leave port 1 and 2 empty. After startup attach the mouse to port 1, the keyboard to port 2, then test in game.

So everything is working with the keyboard and mouse but my mouse wonít control the arrow to pick things on the screen and I can move to look left, right up or down with the mouse

That's good to hear. Console games usually use the left analog stick for navigation, this is assigned to the WASD keys by default.

About your mouse issue, your peripherals have a high power draw. If the first step allowed your mouse to work then ignore the following. If the second step helped then you may need additional power for your setup to avoid this startup sequence. APEX supports power adapters using the spec below and can be found on amazon or ebay.

5V 3A power adapter  ([3.5mm x 1.35mm], center-positive)

My mouse wonít control my in game locking up or down and side to side. Is the a mouse configuration I need

Oh, you had mentioned that the mouse was producing movement earlier. Maybe that was a typo.

In other cases of non-movement creating a new config or adding additional power has helped. I would check that your Hip and ADS sensitivity is set to a value greater than 0 first. If these are set correctly then try creating a new config without making changes. If these suggestions doesn't resolve the issue then adding a power adapter or using low power peripherals may help. If you would like to try adding a power adapter APEX supports power adapters using the spec below and can be found on amazon or ebay.
