Game Smart Translators aren't added to the Apex Manager for betas as the look and aim mechanics are subject to change in the final build. STs are trained once the full game is released and usually take a further week. AAA titles like CoD are prioritised and so we often get them within a few days (I would expect Mist to release BO 4's ST ~13th October, unless he says differently).
Fortunately for you, the BO 3 Smart Translator works perfectly with the BO 4 beta. I copied my config across piecemeal - didn't even change my sensitivities, and just used my Tactical Grenade key for Healing.
