I believe 3.0 is backwards compatible but I haven't tested with a XIM.

The Apex comes with a hub. So, you don't need to buy one. However, USB3 hubs work fine if you have one you want to use. However, you won't get higher USB speeds from it or anything like that. It will behave exactly like a USB2 hub.
