Firmware is the software installed in your mouse that allows it to communicate with the software installed in your PC. A driver (device driver) is software that communicates between your computer’s components and its Operating System (probably Windows in your case).
Out of date or corrupted software could cause the symptom that you are describing. (PCs are much more complex for the end user than consoles, but also, much more satisfying!)
Click on the first link and then click <G403 Firmware Update> and follow the instructions to install the software.
If that doesn't fix the issue (and I suspect that it will) then download and install the Logitech Connection Utility from the second link, and again, follow the instructions.
I would recommend installing and running the free version of CCleaner as well
https://www.ccleaner.com/ccleaner/download after having completed either of the installs above to get rid of any fragments of code that are left behind after file deletion, as they can corrupt other files and slow your machine down.
