Effectively this ^. 

You can think of it as an adjustment to starting point of translation for mouse-to-joystick.  Without boost, a minimum level a mouse movement is needed to translate to the minimum joystick angle needed to move the reticle.  Positive Boost will jump past that joystick minimum, and begin translating farther along the joystick curve.  Negative boost will actually create deadzone i.e. a range of mouse movement which generates no on-screen results.

Smart Translators create 1:1 translation.  Conceptually speaking: one unit of mouse movement equals one unit of on-screen movement.  Boost creates a 1:1+x or 1:1-x where x = boost.
