not particularly. its just fairly common knowledge that isn't apparantly common!
comcast did it last year & others. hell even charters gone & done it in the last few months nation wide. if charter's lame @#$% has done it, its hella old news.
basically. any cable line in the US is going to *try* to run 20mb/s down.
luckily, the data in torrents is segmented enough so that typically you continue to d/l at "full speed" the entire download.
i use to work tier 3 residential & presidential internet support for Verizon Online. cable co's have done this as nothing more than a way for people to point at all the small testing websites (including the ones the cable- co's run) and blame their equipment instead of the cable co's when certain problems arise. bandwidth is cheaper than call centers & local repairs are.
