im thinking about buying the xim4 do i have to have it plugged up to my pc at all times?

Nope.  When gaming, your XIM4 is attached to the console.

You can adjust it by plugging it into a PC, but there are several alternatives to that.  You can also use a PC or most Android 2.2.3+ phones/tablets, equipped with Bluetooth 2.1 or higher*, to control it wirelessly while it's attached to the console.  There is also a XIM4-only method you can use to set sensitivity and button bindings without needing another device.

* Important: Right now there is an issue with Atheros-based bluetooth chipsets, so be aware that you may need to pick up a compatible bluetooth dongle for a PC that uses Atheros.  They are usually available for something like US$10 online.  Sorry, it's on the to-fix list, but right now I have to advise you that it needs to be worked around.
