Turning off Vista 64bit mouse acceleration

Will just unticking the box in the control panel actually turn off mouse acceleration? I've read up a little and I've heard that it still doesn't turn off mouse acceleration. If this is true does anyone know how to disable mouse acceleration for windows 64bit?

Does this work for 32 bit? I have read about this registry fix but haven't found it necessary, unless what poepiah said was true.. Can only removing the pointer precision still cause acceleration?

i'm not sure but i played cs 1.6 for the first time in a long time yesterday and it felt extremely awkward to aim at first. I'm pretty sure this is due to the fact that it disabled the acceleration.
