You can just as easily put ads in iOS as Android. You can use frameworks other than iAds to do so, and it's not at all difficult.

That said, I'd prefer not to see ads on any platform.

This says Samsung is not allowing non licensed hardware from Android 4.4. So itís the same way Apple goes.

How would they stop a Bluetooth device? The only way Apple stops it is by making the standard Bluetooth library a restricted API so that if an app gets submitted with it, it gets rejected.

Obviously Samsung can't police the Google Play Store, so I'm not clear on how they would actually enforce that other than hiding the Bluetooth radio entirely, but I can't really see a way for them to implement that cleanly but still allow some accessories to use it, since, again, they don't control the core Android APIs or the Android app store.

Right, but the API is also restricted so it's very easy to check to see if you're a developer who has a license to use it as well. In addition to that, the core Apple API has a check for the presence of that license when attempting to authenicate with a device. If the chip isn't there, the authentication fails. The Android Bluetooth library has no such check, unless Samsung plans on forking the core Android Library. I wouldn't put it past them, but if manufacturers start heavily forking even the underlying API libraries, things are going to get even uglier. The last thing Android needs is more fragmentation.

But also, Bluetooth 4 LE is not chipped/licensed on iOS. So I would doubt Samsung would go more restrictive than Apple.
