use too (until last year) russia allowed $100usd, up to 50pounds through their customs (only two customs centers, St. Pete & Moscow), and up to $2500 declared value.
Then about a year and a half ago Russia got pissed off at US/NATO policy to our reaction to the bolshevik pigs steamrolling Georgia, Middle East and future members Georgia, Ukraine & Baltic states.
At which point they cut ALL "western" shipments off from the US of ANY size/value. No USPS, no Fed-Ex, No UPS. Sometimes DLH packages get through (Because DLH is headquartered in Germany). Then DLH just gave up on shipping into Russia.
Russia taxes US imports severly. During periods of allowed import/export their customs tax is 30% up to 1000usd and 50% od the declared value over that.
AFAIK they are accepting declared values up to $100 to private persons again, but that is the cutoff.
had to ship 3 40lb packages to russia 3 years ago. it was a nightmare. they got returned twice.
the best thing you can do (aside from leaving a country run by @#$% bolsheviks) is to have it shipped to a different country in europe & then shipped into russia)
