Title: Do ballistic curves lower turn speed cap?

Mjfame's EXTREME config consists of a ballistic curve, when I tested it, it felt lkke the turn cap was lower, so I couldn't do turns as fast.

Are his settings any good anyway?

I'm just talking about curves in general, do they lower turn cap?

mj's curves are Sensitivity multipliers. Increasing Sensitivity on Apex and reducing the slope of the curve does the same thing. If you don't feel like you can turn quickly, increase sensitivity.

If a curve takes a horizontal turn to the right of the graph, that's when you get turn speed caps. There's an example of page 19 of the Xim4 manual - http://xim.tech/wp-content/uploads/2016/12/XIM4-User-Manual.pdf (http://xim.tech/wp-content/uploads/2016/12/XIM4-User-Manual.pdf)

IMHO, don't waste time looking for God-mode settings, they don't exist. Curves are rarely beneficial because they add acceleration that the Xim translator is designed to remove for a more 1-to-1 mouse translation. Get used to one DPI, polling and 360 turn setting and stick with it.
