Is APEX paired with any other devices? Most of the time iOS issues can be solved by toggling bluetooth and airplane mode off then on again in both bluetooth settings and in action center. Try this, reboot your phone, turn off your APEX, then retry the pairing process. There is a pairing example five minutes into this video.
